Permits are obtained by submitting an electronic application on the Permit Portal https://portal.cityoflaurel.org/Energov_Prod/SelfService#/home

The following steps must be followed when using the Permit Portal:

  1. Create a New Account (click on the Login or Register button) or if you already have an account (sign In through this button). Please note: For new account registration: After account is approved, an email from [email protected] will be sent with further instructions. 
  2. After you sign on, click on the Permit button.
  3. Find the permit that you are looking for and click on the Apply blue button to start the process.
  4. Fill in all information leaving no blanks.

Commercial New Construction Project

Grading Permit Application A grading permit (separate from the building permit) application shall be submitted via the online permit portal.

Required with permit application submittal:

  1. A “Green Stamp” Sediment and Erosion Control Plan approved by the Prince George’s County Soil Conservation District shall be uploaded as a single PDF file. Note: One (1) wet stamped original “Green Stamp” Plan shall be provided to the Department of the Fire Marshal and Permit Services prior to the issuance of a Grading permit.
  2. Subsurface Utility Engineering Plans shall be uploaded as a single PDF file.
  3. DPIE – Access/Street Construction Approved Plans and Permit (If entrance is a Prince George’s County Road) shall be uploaded as a single PDF file.
  4. SHA – Access Permit (if entrance is a State Highway) shall be uploaded as a single PDF file.
  5. Fully Executed easements, if applicable shall be uploaded as a single PDF file.  
  6. A cost estimate on letterhead, signed and sealed by an Engineer licensed in the State of Maryland shall be uploaded as a PDF file. Note: A bond will be required and all bond information will be provided by the Department of Economic and Community Development. 

Site work Permit ApplicationA sitework permit (separate from the building permit) application shall be submitted via the online permit portal.

Required with permit application submittal:

  1. Approved site plan shall be uploaded as a single PDF file.
  2. A cost estimate on letterhead, signed and sealed by an Engineer licensed in the State of Maryland shall be uploaded as a PDF file. Note: A bond will be required and all bond information will be provided by the Department of Economic and Community Development.
  3. Prince George’s County Storm Water Management Approved Plans shall be uploaded as one single PDF file. 
  4. Approved Water and Sewer Plans/Permit from WSSC shall be uploaded as a single PDF file.

Commercial Right-of-Way (R-O-W) Permit Application – If there will be any alterations to an existing City right-of-way, a right-of-way permit (separate from the building permit application) shall be submitted via the online permit portal.  

Required with permit application submittal:

  1. A cost estimate on letterhead, signed and sealed by an Engineer licensed in the State of Maryland shall be submitted as a single PDF file. Note: A bond will be required and all bond information will be provided by the Department of Economic and Community Development.  

Commercial Building Permit Application-shall be submitted via the online permit portal.

Required with permit application submittal:

  1. A full set of architectural, structural, mechanical and electrical plans shall be uploaded as one single PDF file.
  2. ADA Accessibility Checklist shall be completed and uploaded as a single PDF file. ADA Accessibility Checklist

Note: If the building will be used for a restaurant or is a business selling any type of food, or for the install of a public pool, or nursing home facility—the applicant must submit plans to Prince George’s County Health Department for approval. The applicant is responsible for submitting plans and permit applications for plumbing directly to Washington Suburban Sanitary Commission (WSSC). The City does not review or inspect plumbing work.

Commercial Use and Occupancy Permit Application- A use and occupancy permit (separate from the building permit) shall be submitted via the online permit portal.

Required with permit application submittal:

  1. A permission letter from the property owner (if different from the applicant). The letter shall be signed by the property owner and include the property owners’ mailing address, phone number, and email address and shall be submitted as a PDF file.
  2. City of Laurel Burglar Alarm Application (if business will have a burglar alarm, this application is required)

The Department of the Fire Marshal and Permit Services (FMPS) is divided into two Divisions who are responsible for the management and enforcement of the City’s codes and ordinances as it relates to wide range of areas, to include building and property standards, fire and life safety standards, rental housing licenses and permitting services.
