FIFTEENTH MEETING OF THE MAYOR AND CITY COUNCIL MONDAY, JULY 11, 2022 — 6: 00 P. M. ZOOM
Attendees: Brencis Smith, Council President; James Kole, Councilmember; Councilmember; Keith Sydnor, Councilmember; Christian Pulley, City Administrator; Joanne Barr, Deputy City Administrator; Sara Green, Mayor' s Chief of Staff; Robert Love, Director of Economic and Community Development; Michele Saylor, Director of Budget and Personnel Services; Audrey Barnes, Director of Communication; Bill Bailey, Director of Parks and Recreation; Kevin Frost, Director of Information Technology; Chrissy Cornwell, Emergency Manager; Danny Selby, Director of the Fire Marshal and Permit Services; Brian Lee, Director of Public Works; Michele Blair, Sustainability Coordinator; Larry Taub, City Solicitor and Kimberley Rau, MMC, Clerk.
Reports of the Mayor and City Council Council President Smith announced that Early Voting for the 2022 Primary Gubernatorial Election will be held July 7 through July 14, 2022, 7: 00 a. m. to 8: 00 p. m.
Councilmember Keith Sydnor announced that "Safe Summer Nights for Boys" will be held on Saturday, July 16, 2022, from boys 12- 17 at the Robert J. DiPietro Community Center. Parents need to preregister at Eventbrite. Fun activities and educational sessions are planned.
James Kole had the privilege of attending the Fourth of July activities this year. He thanked everyone for coming out to the Pride fundraising events at Cecil' s and Oliver' s for the Pride event on Saturday, October 8. Environmental Affairs Committee will meet on Tuesday, July 26, 2022, 6: 00 p. m.
Mayor Craig Moe attended the Maryland Municipal League ( MML) Summer Convention, held in person this year. June 17, 2022, he participated in the Law Enforcement Special Olympics Torch Run and thanked all the employees that participated. On Sunday, June 19, 2022, he attended the Juneteenth Celebration which was well attended and educational. June 25, 2022, the Laurel Amateur Radio Club Field Day was held, the club is an integral part of the city' s emergency management. Weather for the Fourth of July activities was unpredictable but the city was able to get the hold the fireworks. He thanked all the staff and volunteers for their efforts. Touch a Truck will be held on Monday, July 26, 2022, 6: 00 p. m. at Emancipation Park. The Mayor and City Council will take a recess during the month of August.
President Smith opened the General Public Hearing at 6: 08 p. m. and closed it with no one present who wished to speak.
Bid Recommendation — Fleet Acquisition — 2022 Ford F- 150 Super Cab 4x4 — Department of Public Works. Brian Lee, Director of Public Works presented the recommendation, as outlined in a memorandum dated June 17, 2022. The department solicited several quotes from state and county contracts. The accepted quote is from Apple Ford, Columbia, Maryland, under the Baltimore County contract for this purchase for $ 65, 306. 00. Funding for this purchase is included in the adopted FY2023 Capital Improvement Program. On motion by Councilmember Sydnor, seconded by Councilmember Kole, the purchase was approved to Apple Ford, Columbia, Maryland, for a total cost of$ 65, 306. 00, on a unanimous roll call vote.
Bid Recommendation — Fleet Acquisition — 2022 Ford F- 750 Super Duty — Department of Public Works. Brian Lee, Director of Public Works presented the recommendation as outlined in a memorandum dated June 17, 2022. The department solicited several quotes from state and county contracts. The accepted quote is from Apple Ford, Columbia, Maryland, under the Baltimore County contract for a total cost of 200, 367. 00. Funding for this purchase is included in the adopted FY2023 Capital Improvement Program. On motion by Councilmember Sydnor, seconded by Councilmember Kole, the purchase was approved for a 2022 Ford F- 750 Super Duty Truck, to Apple Ford, Columbia, Maryland for $ 200, 367. 00, on a unanimous roll call vote.
Bid Recommendation - Granville Gude Park Path Light Replacements — Department of Parks and Recreation. Bill Bailey, Director of Parks, and Recreation presented the recommendation as outlined in a memorandum dated June 17, 2022. The department is requesting approval to purchase new state of the art path lights to replace the existing lights for the Granville Gude Park. Funding for this project is included in the adopted FY2023 Capital Improvement Program. It was recommended the Mayor and City Council approve the project for a total cost of $ 523, 725. 00 from Illuminations, Inc., West Chester, Pennsylvania, with a contingency of 10% for an additional $ 52, 372. 50, a total of $ 576, 097. 50. On motion by Councilmember Sydnor, seconded by Councilmember Kole, the project was approved for a total cost of $ 576, 097. 50, as presented in the recommendation, on a unanimous roll call vote.
President Smith announced the Mayor and City Council would take a recess during the month of August.
There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 15 p. m.
