FOURTEENTH MEETING OF THE MAYOR AND CITY COUNCIL MONDAY, JUNE 27, 2022 — 6: 00 P. M. Attendees: Brencis Smith, Council President; James Kole, Councilmember; Martin Mitchell, Councilmember; Keith Sydnor, Councilmember; Joanne Barr, Deputy City Administrator; Sara Green, Mayor' s Chief of Staff; Robert Love, Director of Economic and Community Development; Michele Saylor, Director of Budget and Personnel Services; Audrey Barnes, Director of Communication; Bill Bailey, Director of Parks and Recreation; Kevin Frost, Director of Information Technology; Chrissy Cornwell, Emergency Manager; Danny Selby, Director of the Fire Marshal and Permit Services; Brian Lee, Director of Public Works; Michele Blair, Sustainability Coordinator; Larry Taub, City Solicitor and Kimberley Rau, MMC, Clerk.

On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, the Minutes listed below were approved on a unanimous roll call vote: Work Session on Wednesday, May 4, 2022 Eleventh Meeting on Monday, May 9, 2022 Twelfth Meeting on Monday, May 23, 2022

Reports of the Mayor and City Council President Smith announced the Carifesta Music Festival on Saturday, August 6, 2022, Gude Lake. Councilmember Kole attended the Maryland Municipal League Summer Conference on June 12 — 15, 2022; the concert at Gude Lake on Friday, June 17; the Laurel Garden Tour on June 25; the Laurel Police Department Block Party on June 26. He announced the Laurel Pride fundraisers — Cecil' s on June 30, 4: 00 to 9: 00 p. m., Oliver' s on July 10, 1: 00 to 4: 00 p. m. Councilmember DeWalt attended the Laurel Garden Tour on June 25, 2022; the CATS fundraiser at Double T Diner on June 27. He said that Laurel 24 has bought several complexes in the city and has raised the recent significantly. He wished a Happy Birthday to Ben Councilmember Sydnor said as we approach Independence Day, he wants everyone to reflect on Independence. He quoted George Orwell, " Who controls the past controls the future: who controls the present controls the past". The country can' t go back and rewrite history. We have a great country and should teach the truth about the country' s history. The first enslaved Africans arrived in the English colonies in 1619, which in a sense, should be considered the country' s origin. 

Councilmember Mitchell attended the Maryland Municipal League Summer Conference on June 12 — 15, 2022; the Housing Coalition Meeting on June 11; hosted an Expungement Clinic ( 2" d) on June 18 where 12 people were assisted; and the Juneteenth Celebration on Sunday, June 19, 2022.

On motion by Councilmember DeWalt, seconded by Councilmember Kole, the Mayoral Appointments listed below were approved on a unanimous roll call vote: Alvin Smith, Jr., Pride Day Celebration Planning Committee Jimmy Rogers, Environmental Affairs Committee

President Smith opened the General Public Hearing at 6: 12 p. m. Connie Lucas, Ward Street, is a long-time resident of the city. She expressed her frustration with Laurel losing its hometown identity with no longer having a local newspaper. Veny DeElvera, 7641 Woodbine Drive, XLTLife highlighted his economically friendly and ecofriendly products.

Rhonda Wood, running for election in the Prince George' s County Circuit Court gave a brief introduction and said she believes she would be a great asset to the bench.

Anya Makova, 7939 Ashford Boulevard, Laurel, complained about the city mowing on the back side of the lake and way beyond the fence line.

President Smith closed the General Public Hearing at 6: 41 p. m.

President Smith read the title of Resolution No. 4-22, a resolution of the Mayor and City Council of Laurel, Maryland for the purpose of designating the City of Laurel, Maryland as a Bee City USA O Affiliate and providing an effective date, into the record for the second reading.

The public hearing was opened at 6: 42 p. m. and closed with no one present who wished to speak. On motion by Councilmember Kole, seconded by Councilmember DeWalt, RESOLUTION NO. 4-22, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND FOR THE PURPOSE OF DESIGNATING THE CITY OF LAUREL, MARYLAND AS A BEE CITY USA ® AFFILIATE AND PROVIDING AN EFFECTIVE DATE, was approved on a unanimous roll call vote. 

There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 43 p. m. Kimberley A. Rau, MMC Clerk to the City Council Approved: September 12, 2022.
