THIRTEENTH MEETING OF THE MAYOR AND CITY COUNCIL MONDAY, JUNE 6, 2022, 6: 00 P. M. ZOOM Attendees: Craig A. Moe, Mayor; Brencis Smith, Council President; James Kole, Councilmember; Martin Mitchell, Councilmember; Keith Sydnor, Councilmember; Joanne Barr, Deputy City Administrator; Sara Green, Mayor's Chief of Staff; Robert Love, Director of Economic and Community Development; Michele Saylor, Director of Budget and Personnel Services; Audrey Barnes, Director of Communication; Bill Bailey, Director of Parks and Recreation; Kevin Frost, Director of Information Technology; Chrissy Cornwell, Emergency Manager; Danny Selby, Director of the Fire Marshal and Permit Services; Brian Lee, Director of Public Works; Michele Blair, Sustainability Coordinator; Larry Taub, City Solicitor and Kimberley Rau, MMC, Clerk. Reports of the Mayor and City Council Councilmember James Kole attended the Joint Memorial Day Ceremony (Laurel Volunteer Fire Department, Laurel Volunteer Rescue Squad, Laurel Police Department) on Sunday, May 30, 2022. He also attended the Bike Parade and Ice Cream Social on Friday, June 3, 2022, sponsored by the Laurel Police Department and Parks and Recreation, as well as Casting with Cops on Sunday, June 4, 2022. Councilmember Martin Mitchell noted the month of June is Pride Month! He attended the Bike Parade and Ice Cream Social saying his twins really enjoyed meeting Sweet Frog. He announced there would be no CAC for Persons with Disabilities in June. He is sponsoring an expungement clinic on Saturday, July 18, 2022, at Grace Life Church from 1: 00 to 4: 00 p. m. Mayor Craig Moe extended his condolences to the family and friends of Jimmy Collins a long- time employee of the city working in many different capacities. His will be issuing a press release with the funeral services for Jimmy Collins. Mayor announced that city offices will be closed on Monday, June 20, 2022, in observance of the Juneteenth Holiday. President Smith opened the General Public Hearing at 6: 07 p. m. and closed it with no one present who wished to speak. Bid Recommendation - Flood Warning System - Office of Emergency Management. The city has contracted with KCI and is seeking approval to continue the project with the purchase and installation of the gages and application development. Funding is included in the Capital Improvement Program at $ 181, 351. 50. A portion programed in the CIP is a grant for $ 112, 000. 00 from the Maryland Department of Environment' s Comprehensive Flood Management Grant Program. It was recommended that the Mayor and City Council approve the task order outlined in the memorandum dated May 13, 2022, from City Administrator Christian Pulley. Thirteenth Meeting ofthe Mayor and City CouncilMonday, June 6, 2022, Page 1 of 2 On motion by Councilmember Sydnor, seconded by Councilmember Kole, the task order, as outlined in the memorandum from Christian Pulley, City Administrator, dated May 13, 2022, was approved on a unanimous roll call vote. Bid Recommendation - Microsoft Enterprise License Agreement - Department of Information Technology. Kevin Frost, Director of Information Technology said the department has completed a review of the current Microsoft licensing and is now prepared to enter into a new Enterprise Licensing Agreement with Microsoft. The current agreement expires on June 30, 2022. The new agreement includes all Office 365, Microsoft 365, and Azure licensing. The agreement is for a period of three years. The procurement vehicle for this contract is the State of Maryland Intergovernmental cooperative Purchasing Agreement with SHI International Corporation. The total cost of the contract is $ 222, 431. 46, annual cost over the three- year period is $ 74, 143. 82, which is funded in the General Operating Budget. On motion by Councilmember Sydnor, seconded by Councilmember Kole, the licensing agreement was approved, as recommended, on a unanimous roll call vote. Bid Recommendation- Civic Plus Web Design- Department of Information Technology. Kevin Frost, Director of Information Technology, presented the recommendation to redesign the City' s website. The department is initiating the re -design of the website. The current website is over six years old. The project will involve all city departments and is anticipated the design and testing will take approximately six months. Civic Plus has been selected as the architect for the new website. They area premier web developer for local governments nationwide with over 7, 000 customers. The procurement vehicle for this contract is Government Services Agency. The total cost of the contract is 65, 055. 00 and is funded in the Capital Improvement Program. On motion by Councilmember Sydnor, seconded by Councilmember Mitchell, the redesign of the city website was approved on a unanimous roll call vote. President Smith read the title of Resolution No. 4- 22, a resolution of the Mayor and City Council of Laurel, Maryland for the purpose of designating the City of Laurel, Maryland as a Fee City USA 0 Affiliate and providing an effective date, into the record for the first reading. The public hearing was opened at 6: 14 p. m. and closed with no one signed up to speak. A second public hearing is scheduled for Monday, June 27, 2022, 6: 00 p. m. There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 14 p.m. Kim erley A.
