ELEVENTH MEETING OF THE MAYOR AND CITY COUNCIL MONDAY, MAY 9, 2022, 6: 00 P. M.


Present: Craig A. Moe, Mayor; Brencis Smith, Council President; Martin Mitchell, Councilmember; Keith R. Sydnor, Councilmember; James Kole, Councilmember; Christian Pulley, Chief Administrative Officer; Joanne Barr, Deputy City Administrator; Sara Green, Chief of Staff to the Mayor; Chief Russell Hamill, Laurel Police Department; Audrey Barnes, Director of Communications; Danny Selby, Fire Marshal; Robert Love, Director of Economic and Community Development; Brian Lee, Director of Public Works; S. Michele Saylor, Chief Financial Officer; Kevin Frost, Chief Information Officer; Bill Bailey, Director of Parks and Recreation; Chrissy Cornwell, Emergency Services Manager; Joyce Jackson, Deputy Director of Communications; Lisa Woods, Deputy Director of Budget and Personnel Services; Deputy Chief Mark Plazinski, Laurel Police; Larry Taub, City Solicitor and Kenya Barno, Administrative Assistant I.


Before the regular meeting a special budget work session was convened at 5: 00 p. m. and adjourned at 5: 10 p. m.


Reports of the Mayor and City Council Councilmember Carl DeWalt reported that the week of May 11 — 14, National Police Officers Week May 15 National Peace Officers Memorial Day. 250- year- old black walnut tree on Post Office Avenue hoping to save the tree. Councilmember Kole attended the City Arbor Day Tree Planting at Gude Mansion on April 27, 2022. He was pleased to see such a large tree 8- 10 feet tall. On April 28, he attended the One and Done Community Meeting held at the Laurel Municipal Center. Department of Communications posted a notice about volunteers being sought to serve on the Pride Day Celebration Committee.


President Smith wished all the mothers a Happy Mother' s Day! Mayor Moe thanked the Board of Trade for their efforts planning for the Main Street Festival which has been postponed until the Fall. Community Meeting at the Robert J. DiPietro Community Center and the Laurel Municipal Center to discuss the One and Done Program. Laurel Lakes Senior Apartments " Sip and Paint". Pallotti High School has an Art Showcase on display at the Laurel Municipal Center working with the City' s Arts Council. Sunday, May 8, 2022, Chief and Deputy Chief participated in a community event at St. Mark' s United Methodist Church. May 14, Saturday, 11- 3 Lakefest, May 18, 6: 30 to 8: 00 City Hall in the Park at Discovery Park. May 21, 2022 3: 00 to 6; 30 p. m. Kids to Parks Day. Proclamation 2022 — 15 - May 20t" National Bike to Work Day Eleventh Meeting of the Mayor and City CouncilMonday, May 09, 2022,  Councilmember Mitchell thanked More than Java and Mad Cow for their assistance in providing appreciation to the teachers at Laurel Elementary School. Maryland Student Legislature invited to be a guest speaker.


Mayoral Appointments Councilmember James Kole, Chair, Pride Day Celebration Planning Committee Christopher France, Pride Day Celebration Planning Committee Amy Dunham, Pride Day Celebration Planning Committee. Amy Knox, Pride Day Celebration Planning Committee Dana Cunningham, Pride Day Celebration Planning Committee On motion by Councilmember DeWalt, seconded by Councilmember Mitchell, the mayoral appointments were confirmed on a unanimous roll call vote.


President Smith opened the General Public Hearing at 6: 12 p. m. and closed with no one present who wished to speak.


Public Hearing on the Proposed Real Property Tax Increase — Constant Yield Tax Rate. S. Michele Saylor, Director of Budget and Personnel Service, said in accordance with state of Maryland city has placed advertisement April 21, 2022, new Prince George' s County post. Feb the City received the tax rate certification where they calculate the assessable base and the change in the base, thereby computing what the tax rate should be to realize the same exact tax revenue in 2023 as in 2022. Since we are not decreasing to . 68 cents it is required by state law to notify the public. Public hearing opened at 6: 14 p. m. and closed it with no one present who wished to speak.


President Smith read the title of Ordinance No. 1998, an ordinance adopting the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2022, through June 30, 2023, and to levy property taxes; and to authorize the collection of such taxes, into the record for the first reading. S. Michele Saylor, as discussed at work session last week a balanced budget was presented to the Council of $38, 715, 938 also provides the reauthorization of the Capital Improvements Program at $ 14, 183, 286, with new authorization funding at $ 11, 942, 563 dollars. Tax rate at 71 cents, personal property at $1. 69 per hundred and transit overlay at 3 cents in commercial zones. Public hearing on Ordinance No. 1998 was opened at 6: 16 p. m. and closed with no one present who wished to speak. A second public hearing is scheduled for Monday, May 23, 2022, 6: 00 p. m.

Public hearing opened at 6: 17 p. m. with no one present who wished to speak. On motion by Councilmember Kole, seconded by Councilmember DeWalt, CHARTER RESOLUTION NO: 175, A CHARTER RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND ARTICLE 300 OF THE CHARTER OF THE CITY OF LAUREL ENTITLED " GOVERNMENT" BY AMENDING SECTION 311, " SALARY OF COUNCILMEMBERS" TO PROVIDE THE METHOD OF CALCULATION FOR, AND THE TIMING OF ANY SALARY ADJUSTMENTS FOR CITY COUNCILMEMBERS, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.

Public hearing was opened at 6: 18 p. m. On motion by Councilmember Kole, seconded by Councilmember DeWalt, CHARTER RESOLUTION NO. 176, A CHARTER RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND ARTICLE 300 OF THE CHARTER OF THE CITY OF LAUREL ENTITLED " GOVERNMENT" BY AMENDING SECTION 351, " SALARY OF THE MAYOR" TO PROVIDE THE MANNER OF CALCULATION FOR, AND THE TIMING OF ANY SALARY ADJUSTMENTS FOR THE MAYOR, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.


There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 21 p. m.
