NINTH MEETING OF THE MAYOR AND CITY COUNCIL MONDAY, APRIL 11, 2022, 6: 00 P. M. ZOOM

Report of the Mayor and City Council: Councilmember Brencis Smith stated " Congratulations to all the Laurel Police Officers who received awards last week. Was not able to make it but want to thank you all for your dedication and hard work to the citizens of Laurel". Continuing to pray for the mayor, thoughts and prayers are still with you.
Councilmember Carl DeWalt read a letter from a senior who resides at the Selbourne Senior home at 501 Main Street by the name of Jessie Efill.
Councilmember Keith Sydnor nothing to report.
Councilmember James Kole reported on April 7, 2022 he attended Parks and Recreation's River Cleanup, nice to see all the volunteers. Also, on the 7th he attended the Laurel Police Department Awards Ceremony. On Friday, April the 8th he conducted a Police Officer' s ride -a -long. Learning what police officers go through every day. Councilman Kole spent about six hours at the police department and with the officers. On the 9th he attended the Easter Eggstravaganza, nice to see all the kids and the community involved.
Councilmember Martin Mitchell this week we did an expungement clinic, partnering up with Grace Life Center. On the 20th of this month the council will be at Laurel High School appreciating some of the teachers and the great staff they have.
Mayor Moe wants to take this opportunity to thank the City Council, the City Staff and Citizens, thank you all very much. The Egg-travaganza, we had sunshine, rain, hail but the kids did enjoy themselves. I also want to thank the Laurel Lions Club for always being out there with their volunteers to help sponsor with the Department of Parks and Recreation. On April 16th there will be the Annual Recycling and Paper Shredding Event at the Public Works facility from 8: 00 am to 12: 00 pm. You will have to show ID in the City. Mayor Moe expressed concerns about some comments on social media about an active shooter in the City of Laurel. He asked Chief Hammill to address these comments. Chief Hamill has stated we are currently in the preliminary stages of two separate investigations regarding assaults within the city, one was on 811 street approximately the 600 block and the other was down in the area by the Laurel Volunteer Rescue Squad. In the first incident police arrived on scene and recovered a weapon. The Detectives, Officers and Evidence Technicians are handling that case. A short while ago there was a second shooting that occurred near the Rescue Squad and our Officers and Detectives are following up with that case. There is currently no danger to the community, there was no active shooter.
President Smith opened the General Public hearing at 6: 10 p. m. and closed it at 6: 10 p. m. with no one present to speak.
President Smith read the title of Resolution No. 2- 22, a resolution of the Mayor and City Council of Laurel to create the City of Laurel Arts Council (LAC) Fund, into the record for the first reading. This resolution was discussed at the work session on Wednesday, April 6, 2022. Joanne Barr, Deputy City Administrator, legislation allows the LAC to create a fund that establishes procedures and policy for making expenditures. President Smith opened the public hearing on Resolution No. 2-22 at 6: 12 p. m. and closed it with no one present who wished to speak. A second public hearing with possible action scheduled for Monday, April 25, 2022, 6:00 p. m.
President Smith read the title of resolution No. 3- 22, a resolution of the Mayor and City Council of Laurel, Maryland to establish the City of Laurel Pride Day Celebration Planning Committee, into the record for the first reading. The public hearing was opened at 6: 13 p.m. and closed at 6: 13 p. m. with no one present who wish to speak. A second public hearing with possible actions is scheduled for the Mayor and City Council Meeting on Monday, April 25, 2022, at 6:00 p. m.
President Smith read the title of Ordinance No. 1997, an ordinance to amend the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2021, through June 30, 2022, and to provide an effective date, into the record for the first reading. This ordinance was discussed at the work session on Wednesday, April 6, 2022. S. Michele Saylor, Director of Budget and Personnel Services, said as discussed at the work session this ordinance reallocates the ARPA funding to the different funding categories and savings into the Capital Improvement Program for the One and Done Recycling and Trash Program. President Smith opened the public hearing at 6: 14 p. m. and closed it with no one present who wished to speak. On motion by Councilmember DeWalt, seconded by Councilmember Kole, the Council Rules were Suspended. On motion by Councilmember Sydnor, seconded by Councilmember Kole, ORDINANCE NO. 1997, AN ORDINANCE TO AMEND THE GENERAL OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND, FOR THE FISCAL YEAR JULY 1, 2021, THROUGH JUNE 30, 2022, AND TO PROVIDE AN EFFECTIVE DATE, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.
President Smith read the title of Ordinance No. 1996, Map Amendment No. 925, an ordinance of the Mayor and City Council of Laurel, Maryland to construct an additional 61 dwelling units at the properties known as Patuxent Greens located at 14415 Greenview Drive, Laurel, Maryland 20708 submitted by CS Patuxent Greens, LLC. and providing an effective date, into the record for the first reading. Robert Love, Director of Economic and Community Development presented Ordinance No. 1996, an ordinance of the Mayor and City Council of Laurel, Maryland to approve Map Amendment No. 925 to construct an additional 61 dwelling units at the properties known as Patuxent Greens located at 14415 Green View Drive, Laurel, Maryland 20708 submitted by CS Patuxent Greens, LLC. and providing an effective date. Map Amendment No. 880 was approved to construct up to 450 dwelling units; on October 23, 2018, the Final Site and Landscape Plan was approved to construct a total of 389 swellings units. The applicant is requesting to construct an additional dwelling unit to bring the total to 450 dwelling units for the entire project. Council The public hearing was opened at 6:22 p. m. and closed with no one present who wish to speak. A second public hearing with possible actions is scheduled for the Mayor and City Council Meeting on Monday, April 25, 2022, at 6: 00 p. m.
Bid Recommendation - Refuse and Recycling Container Purchase. Michele Blair, Environmental Program Manager presented the recommendation for Purchase Recycling and Refuse Carts, as outlined in a memorandum dated March 23, 2022. As part of the City's commitment to long-term sustainability, the first step is to transition the current refuse, recycling, composition collections to the one day per week. The One and Done Program will entail a one-time large purchase of both 65- gallon and 35- gallon refuse and recycling carts. The One and Done initiative is supported by The Recycling Partnership via a reimbursable grant of up to $ 112, 000 and the current CIP Environmental Programs Project. The cost of the project is $ 951, 140 and is outlined in the memorandum. The vendor is Rehrig Pacific Company. Rehrig will remove, dispose, and recycle the old carts and will credit the city $.25 per lb. Funding for the project is provided in the adopted FY2022 CIP Environmental Program. It was recommended the Mayor and City Council approve the purchase of ese cars, including the service to exchange the current carts and the tracking software from Rehrig Pacific Company for $951, 140. On motion by Councilmember Kole and seconded by Councilmember DeWalt, the contract was approved, as recommended, to Rehrig Pacific Company for a total cost of 951, 140. 00, on a unanimous roll call vote.
Bid Recommendation - Generator Purchase - Gude Mansion. Chrissy Cornwell, Emergency Manager, presented the recommendation for the Once of Emergency Management to purchase a 45kw propane generator for the Gude Mansion. The Department of Parks and Recreation has moved administrative operations to the Gude Mansion. A power outage at the mansion would eliminate services at this property and include any big events scheduled. Funding for this project is included in the FY2022 Capital Improvement Program. It was recommended that the Mayor and City Council approve the purchase of the generator in the amount of $50, 500. 00 to Fern Rodkey Electric On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, the purchase of the generator for the Gude Mansion, as outlined in a memorandum dated March 30, 2022, was approved for a total amount of $50, 500. 00 to Fern Rodkey Electric, Inc., on a unanimous roll call vote.
There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 38 p.m.
