FIRST MEETING OF THE CITY OF LAUREL
REDISTRICTING & WARD BOUNDARY ADVISORY COMMITTEE
TUESDAY MARCH 3, 2022 – 6:00 P.M.
The meeting convened on a virtual platform through zoom at 7:00 p.m. and a roll was called with Participating Committee Members: Chairwoman Mitzi Betman, The Honorable G. Rick Wilson, Mr. Roy M. Smith II and Mr. Oris Clary. Participating Staff Members: Mr. Robert Love, Economics & Community Development Director and Ms. Brooke Quillen, Economics & Community Development Senior Administrative Assistant. The Honorable Craig A. Moe, City of Laurel Mayor was also present.
The Honorable Craig A. Moe thanked all members for joining the Committee stating that it is a requirement every ten (10) years under our charter. It is an important role and the goal is to make sure boundaries are equal or as close as possible.
Chairwoman Betman welcomed everyone. After all participants introduced themselves Chairwoman Betman reviewed a PowerPoint presentation relating to redistricting, briefed the Committee on their assignment and reviewed the Committee member duties. The final step is to make a recommendation to the Mayor and City Council with either a change or no change and the timeline to complete the mission is less than (3) three months.
Mr. Robert Love, ECD Director, and Mr. G. Rick Wilson discussed the background of the wards in the City of Laurel. They mentioned there was once (4) four wards however that was a very long time ago and can be challenging to have someone running for Council in each ward since the City of Laurel is fairly small.
Mr. Robert Love, ECD Director, presented the Committee with the 2020 Census data, discussing the breakdown of population by topics such as age, race and education. He added the median incomes are different from what you will find with the HUD because the numbers have the city combined with Washington DC and northern Virginia.
The Committee members discussed current election ward boundaries, and maps of possible options for election ward boundaries. Additionally, they discussed the maps and data with Staff and amongst themselves.
The Committee Members requested that Staff provide previous copies of previous charter resolutions and recommendations showing what changes have been made in the past.
The Committee set a schedule for the next meeting, which will be held on Tuesday March 15, 2022 at 6:00 p.m. via zoom.
Chairwoman Betman thanked everyone for attending the meeting. The meeting was adjourned at 7:56 p.m.
