Report of the Mayor and City Council:

Councilmember Carl DeWalt thoughts and prayers to the family and friends of Joannie Kramer, former Laurel Police Officer. Thanked Christian Pulley for the assistance on picking up the wooden planks. February 10, Food and Faith Program at St. Mark's sponsored by the Laurel Historical Society. Mrs. Mildred Awkward, 92 years old, shared her poundcake receipt. He assisted with LARS and the Laurel Police Department distributed winter coats at Laurel Elementary School. In December he introduced legislation amending the speed monitoring system to allow zones. Maryland lawmakers are concerned about the rise in pedestrian deaths. With the warm weather coming, speeding will only get worse, and he believes the speed monitoring system will help slow down the traffic. 

Councilmember Keith Sydnor February 6, City Black History Program, he thanked everyone for participating, especially Aisha Braveboy. Apprenticeship Readiness Program had three introduction session, with over sixty people attending. Classes started March 14 — April 4. Attended his first meeting on COG during which they talked about the shortage of affordable housing in the region. Councilmember James Kole January 31 Laurel Police Department yearend review. Feb 4 mml young leaders conference, got to meet other under the age of 40.

Thanks to Keith for the Black History Councilmember Martin Mitchell on Feb 3 first meeting of the CAC for Persons with Disabilities and met Erin McLaughlin for the first time. Next meeting will be Thursday, March 3, 2022, 7:00 p. m. Appreciated the opportunity to participate in the Black History Month Program, great group of speakers, during which he read a poem. January 25 education advisory committee meeting. Looks forward to the work coming out of this committee. Council President Smith thanked Councilmember Sydnor for spear -heading the Black History Month Program.

Mayor Craig Moe condolences to the family of Mayor Kevin Ward, City of Hyattsville, family and friends of Oliver Wilford, Jr., member of Laurel TV, the family and friends of Joannie Kramer, former Laurel Police Officer, family, and friends of Jean Noe. Mayor' s Association of Prince George' s County met on January 25. February 3, he participated in a virtual meeting with students from Laurel Elementary School about local government and reminded them about the MML Essay Contest " If I Were Mayor....?". He thanked everyone involved in the Black History Month Program. Washington Metropolitan Council of Governments Board met and discussed the regional issue of the lack of affordable housing. Grant Opening for Big Lots on Sunday, February 12, 2022. Reminded everyone the American Rescue Plan Act (ARPA) information is posted on the City' s website. Met with the Board of Trade and agreed to move forward with planning for the Main Street Festival. February 21, 2022, City offices will be closed in observance of President's Day.

President Smith opened the General Public Hearing at 6: 19 p. m. and closed it with no one present who wished to speak.

President Smith read the title of Ordinance No. 1994, an ordinance to amend the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2021, through June 30, 2022, and to provide an effective date, into the record for the first reading. Michele Saylor, Director of Budget and Personnel Services, as discussed at February Work Session, this ordinance adds $ 90,000 to Operating Budget under State Grants: 50, 000 Farmer' s Market Improvements; $ 25, 000 to administer microgrant program for Main Street and $ 15, 000 to update the Historic District Commission Guidelines. There is also a corresponding increase in the Department of Economic and Community Development. Ms. Saylor respectfully requested the Council adopt the ordinance this evening to approve the bid recommendation for the Farmer' s Market Site. President Smith opened the public hearing at 6: 21 p.m. and closed it with no one present who wished to speak. On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, the COUNCIL RULES WERE SUSPENDED. On motion by Councilmember Sydnor, seconded by Councilmember Kole, ORDINANCE NO. 1994, AN ORDINANCE TO AMEND THE GENERAL OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND, FOR THE FISCAL YEAR JULY 1, 2021, THROUGH JUNE 30, 2022, AND TO PROVIDE AN EFFECTIVE DATE, WAS ADOPTED on a unanimous roll call vote. Mayor Moe concurred with this action.

President Smith read the title of Ordinance No. 1993, Neo Traditional Overlay Concept Plan No. 924, an ordinance of the Mayor and City Council of Laurel, Maryland to approve Neo Traditional Overlay Concept Plan No. 924 to develop a 63- unit townhouse community at the properties known as 7222 and 7302 Contee Road, Laurel, MD, 20707, submitted by Rivera Development LLC; and providing an effective date, into the record for the first reading. Robert Love, Director of Economic and Community Development, said the applicant is seeking approval to develop a 63-unit townhouse community which will include open space, recreation area with tot lot, central fathering sitting areas, and storm water management. The City of Laurel Planning Commission will review this application at their regular meeting on Tuesday, February 15, 2022. Mr. Love noted that the applicant is on the Zoom meeting and is available to answer any questions. President Smith opened the 6: 26 p. m. U 3 1 2age Glen Brown, Contee Crossing, asked the Mayor and City Council to look at the traffic study that has been conducted. He doesn' t believe there will be no impact from this development. He said there are currently challenges exiting his development. President Smith closed the public hearing at 6:32 p. m. A second public hearing with possible action is scheduled for the Mayor and City Council Meeting on Monday, February 28, 2022.

Robert Love, Director of Economic and Community Development, presented the bid recommendation - Farmer' s Market Lot Improvements- 378 Main Street, as outlined in a memorandum dated January 28, 2022. The Department of Economic and Community Development in coordination with the Community Redevelopment Authority is requesting approval for the purchase and installation of four (4) permanent picnic tables and a shade structure to be placed on the Famers Market Lot. The intent is to revive the Laurel Farmers Market which has not been operational for several years while also creating a space that can be used daily. Funding for this project is under a Fiscal Year 021 Community Legacy Program Grant by the Maryland Department of Housing and Community Development for $50,000. It was recommended that the purchase of this equipment be approved for a total cost of $ 50, 000 to Cunningham Recreation. On motion by Councilmember Kole, seconded by Councilmember Sydnor, the recommendation was approved, for a total cost of $50, 000 to Cunningham Recreation, on a unanimous roll call vote.

Brian Lee, Director of Public Works, presented the bid recommendation - Fleet Acquisition — 2021 Ford F - 550 XL, Stake Body Truck, as outlined in a memorandum dated February 2, 2022. It was recommended that the purchase of this vehicle be approved for a total cost of $62, 913. 00 from Apple Ford of Columbia, Maryland. Funding for this purchase is included in the FY2022 Capital Improvement fleet Replacement Program. On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, the purchase was approved for a 2021 Ford F — 550 XL, Stake Body Truck from Apple Ford of Columbia, Maryland, for a total cost of $62, 913. 00, on a unanimous roll call vote.

There being no further business to come before the Mayor and City Council the meeting was adjourned at 6:34 p. m.
