- HDC-037-2022 for 419 Prince George Street, submitted by Cherilyn Hostetler, the applicant is seeking approval to install a new prefab plastic brown shed 87’’ x 87’’ in rear yard along fencing.
- HDC-052-2022 for 315 Fourth Street, submitted by Richard Sockol, the applicant is seeking approval to replace current light gray metal roofing with architectural charcoal shingles, replace front door with different style, replace current blue/gray gutters and downspouts with white color gutters and downspouts, replace front porch pillars from metal to aluminum fiberglass pillars, add railings to front porch.

HDC-053-2022 for 315 Fourth Street submitted by Richard Sockol. Applicant is requesting to repaint house in Behr Shasta Lake which resembles the pre-approved color Page Blue. Additionally, applicant requesting to paint window trim and shutters in Behr Frost which is similar to pre-approved color Manor White.

Chairman Kluckhuhn called the meeting to order at 6:00 p.m. and read the Opening Statement.
Chairman Kluckhuhn asked for a roll call. Seven (7) Commissioners answered present, constituting a quorum.
Chairman Kluckhuhn asked if there were any corrections to the Minutes from the Regular HDC meeting held on December 21, 2021. There was (1) one correction made from Ms. McCeney to remove the wording “retroactive” for application 043-2022.
On a motion by Mr. Sweitzer seconded by Ms. McCeney, the minutes were approved on (6) six affirmative votes, with Chairman Kluckhuhn abstaining from the vote.
HDC-037-2022 for 419 Prince George Street, submitted by Cherilyn Hostetler, the applicant is seeking approval to install a new prefab plastic brown shed 87’’ x 87’’ in rear yard along fencing. This item was originally thought to not be seen from the street, until greenery fell for winter.
The applicant was not present.
There was discussion among the Commission and their concerns about this applicant being a repeat offender. Staff stated a drive by of the property was conducted a few months ago, however, greenery at the time did block the view of the shed, hence why it was not originally believed to be seen from the street.
Mr. Sweitzer recused himself from this vote due to conflict of interest with the church.
On a motion by Ms. McCeney, seconded by Mr. Davis, the application was approved on (6) six affirmative votes.
HDC-052-2022 for 315 Fourth Street, submitted by Richard Sockol, the applicant is seeking approval to replace current light gray metal roofing with architectural charcoal shingles, replace front door with different style, replace current blue/gray gutters and downspouts with white color gutters and downspouts, replace front porch pillars from metal to aluminum fiberglass pillars, add railings to front porch.
The applicant was present.
There was discussion among the Commission and applicant regarding the roofing. The Commission asked the applicant if he would consider repairing the metal roof instead of replacing with asphalt shingles. The applicant noted it is in bad shape and would prefer to have the asphalt shingles on both the house roof and porch roof for consistency. The Commission asked the applicant if he would be willing to use a square style column instead of round as proposed. The Commission pointed out it might already be square under the current aluminum layer. The applicant stated he agrees to use square style column instead of round, and if what is existing is in good condition, he will use it. The applicant explained he was going with the round style because that is what is in the neighborhood. The Commission also addressed the transom above the front door, which was not noted on the application. The applicant commented he had not thought about what to do with it but agrees to leave it as is.
On a motion by Ms. Lubieniecki, seconded by Ms. Frazier, the application was approved on (7) seven affirmative votes, with the condition the transom above front door remains as is and the porch columns to be square instead of round style.

There was discussion between the applicant and the Commission. The applicant advised she is no longer doing the new sidewalk work, just updating the current one leading to the front porch and it will be concrete “in-kind” with what is already there. There was additional discussion about the windows, the applicant confirmed the windows will remain the same size in the front of the house and agreed to use the 6 over 6 grids as suggested. The Commission asked about the shutters and the applicant explained they will remain black.
On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on (7) seven affirmative votes condition the windows will stay the same size and will have 6 over 6 grids.

Other Business: ARPA Grants & Public Art in the Historic District
Mr. Love announced the new grants through ARPA (American Rescue Plan Act), noting the façade grants in the Historic District will need Historic District Commission review and approval. Applicants will need to go through the regular certificate of approval process before the grant will be issued.
Additionally, Mr. Love stated the City of Laurel Arts Council will be submitting proposals to the Historic District Commission for recommendations on any public art that will be displayed in the Historic District boundary.
