PRELIMINARIES

BUSINESS

  • ELECTION for new LAC Officers - Chair, Vice Chair, Secretary
    • Melissa nominates Bharati Vice Chair
    • Bharati requests Melissa continue as Chair
    • Both are seconded and passed

    • There is a vacancy on the council as Monica Sturdivant moves on.

  • CITY UPDATES Joanne & Leigha
    • American Recovery Public Assistance (ARPA) funding received by City to  offset the economic and health effects of the COVID pandemic on businesses and non-profit organizations.  City got 12.6 million in ARPA funds for FY22 and will receive 12.6 million for FY23.  The City has developed a spending plan based on the criteria set by the Federal Government.  Each City Department was to submit projects that met the criteria and an ARPA Funding Committee identified projects in the community to distribute the money.  A presentation was made at the Mayor and City Council meeting  on Sept 13 that outlines how the funds will be used.  Additional information is on the City website that the individuals or groups can use to request funds. https://www.cityoflaurel.org/arpa
    • City is always open to ideas on ways to direct and implement grant funding.
    • Parks & Recreation will be making improvements to several City Parks and has pledged to consider replacing traditional functional park items such as bike racks, benches and trash receptacles with more “artistic” items.    Where applicable, P&R will solicit LAC input on the selections.
      • Swimming pool - wooden animals were added at children’s pool by DPR staff
    • Leigha is extending Main Street grant programs to incentivize businesses.
    • Farmer’s Market Lot revamping: Leigha is looking for contractors for the planned shade structure and picnic tables (example https://willygoat.com/products/sail-shade-structure-custom-size).
    • LAC Funding Policy - per the LAC Charter, the LAC is required to submit for Mayor and City Council approval, a policy for accounting for funding and expenditures made to and for the Laurel Arts Council.  Melissa took the lead on this effort and the final draft was distributed to the administration and current LAC members.  The policy has been submitted to the Mayor’s Office to be moved to a resolution for approval and adoption.  More to come on status.
    • Zoning code revisions – A revision to City code has been drafted to allow for murals and other public art, including guidelines provided by the arts council for appropriate themes and criteria for public art. The draft code is being reviewed by the City attorney and will then be submitted to the Mayor and City Council.
    • Fee-in-lieu policy – a method to raise funds for public art through a fee to developers was drafted for the City code. This, too, is being reviewed by the City attorney and will then be submitted to the Mayor and City Council. 
  • PGAHC GRANT – Bharati and Melissa working on a sub-committee to manage the mural project.
  • FILM
    • Keri Anne Fuller – reported on the film workshop she took this summer at Montpelier Art Center, taught by Robert Jackson of B-Roll Media. This training is expected to help Keri in creating artist spotlights to air on the arts council Facebook page.
    • Robert Jackson – Exec. Director, Exec Director B-Roll (www.b-rollmedia.org)
      • Filmmaker and audio technician founded B-Roll Arts 7 media, whose mission is to provide free filmmaking and photography workshops for youth aged 13-21 years throughout Prince George’s County and the D.C. area.
      • The film resulting from the summer workshop at Montpelier, called “Exposure,” which Keri helped produce and plays a starring role in, received an award from the Heritage Film Festival (https://www.heritagefilmfestival.org/).   • CREATIVE CONVERSATIONS HIGHLIGHTS
    • PGAHC sponsored a virtual conversation with MSAC on state grants, networking, and support for local artists and performers.  Melissa & Heather updated on takeaways.
  • LAC MEETINGS DAY AND TIME - Discussed changing the day and time of meetings
    • Bharati will send out a doodle poll.
  • ARTIST SPOTLIGHTS - Keri Anne Fuller is producing for LAC Facebook. Looking for suggestions for future spotlights.
