A. Introduction and first public hearing on Resolution No. 6-2020, a resolution of the Mayor and City Council of Laurel, Maryland to establish the amount of impact fees for development and redevelopment in the City of Laurel, Maryland and providing an effective date.

B. Introduction and first public hearing on Resolution No. 7-2020, a resolution of the Mayor and City Council of Laurel, Maryland approving the Renewal Lease Agreement by and between the City of Laurel and the Laurel Historical Society, Inc. for the operation of the Laurel Museum.

2. Minutes

 

A. Approval of Minutes of the Work Session on March 4, 2020, on motion by Councilmember DeWalt, seconded by Councilmember Nicholas.

 

3. Report of the Mayor and City Council

 

A. Reporting on various community events, meetings and announcements.

 

Councilmember Nicholas attended the Mayor’s Annual Open House on Sunday, March 8, 2020; to address COVID-19 she encouraged residents to practice good hand-hygiene.

 

Councilmember Smith also attended the Annual Open House as well as some Women’s Day Pop-up Shops in Prince George’s County for minority owned businesses.

 

Councilmember DeWalt attended the monthly fundraiser for Laurel CATS at the Red Crab House on Washington Blvd.; attended the Laurel High School International Night on Friday, March 6, 2020, 7:30 p.m. and received his fourth stamp in his City’s 150th Passport; Saturday morning helped at the American Legion Post #60 with the efforts to extend the ball field for Little League Teams and Pony League; Board of Directors - Laurel for the Patuxent attended an environmental presentation at Fred Tutman’s 30-acre farm.

 

Councilmember Leszcz attended the Annual Breakfast and Auction for Side-by Side on Saturday, March 7, 2020; attending the NLC Congress of Cities in DC, with an important meeting tomorrow with the NLC Infrastructure and Transportation Committee and the seven railroad systems in the country.

 

Council President Sydnor announced the 2020 Census Dates: March 12 - 20, 2020 residents will be receiving official census mail with three ways to respond. March 30 – April 1 counting homeless people (shelters, tent cities, etc.). April 1 is the Official Census date with the final report due by December 2020.

 

Mayor Moe introduced Christian Pulley, Director of Economic and Community Development, as the City's Coordinator for the Census; City is hosting a Virtual Town Hall Meeting to discuss the Coronavirus on Thursday, March 12, 7:00 to 9:00 p.m. watch on tv, Facebook live; on March 21, 2020, at the Laurel Museum the 125h Anniversary Time Capsule will be opened at 12:00 p.m.

 

Mayor Moe read Proclamation 2020-02, GOOD SPORTSMANSHIP MONTH, into the record.  He then presented the proclamation to the members of the Laurel City Swim Team.

4. General Public Hearing

 

President Sydnor opened the General Public Hearing at 7:25 p.m.

 

Shawn Dowling, 38th Fourth Street, Laurel, spoke about the parking issues in the 100 block of Fourth Street.

 

President Sydnor closed the public hearing at 7:27 p.m.
 

5. Agenda Items

 

President Sydnor read the title of Resolution No. 6-2020, a resolution of the Mayor and City Council of Laurel, Maryland to establish the amount of impact fees for development and redevelopment in the City of Laurel, Maryland and providing an effective date, into the record for the first reading. The public hearing was opened at 7:30 p.m. and closed with no one present who wished to speak. A second public hearing with possible action is scheduled for the Mayor and City Council Meeting on Monday, March 23, 2020, at 7:00 p.m.

 

President Sydnor read the title of Resolution No. 7-2020, a resolution of the Mayor and City Council of Laurel, Maryland approving the Renewal Lease Agreement by and between the City of Laurel and the Laurel Historical Society, Inc. for the operation of the Laurel Museum, into the record for the first reading. The public hearing was opened at 7:32 p.m.

Ann Bennett, Executive Director of the Laurel Historical Society, said they have reviewed the renewal and the resolution and agree with it as presented. She thanked the Mayor and City Council for their continued support.

Public hearing closed at 7:33 p.m. A second public hearing with possible action is scheduled for Monday, March 23, 2020, at 7:00 p.m.

6. Adjournment

 

There being no further business to come before the Mayor and City Council the meeting was adjourned at 7:31 p.m.
